HSEQ Manager -Galati - Romania Department: Operations Reports to: Operations Director / Executive Management Direct Reports: QA/QC Personnel, HSE Officers Functional Oversight: Document Control
Position Summary The HSEQ Manager is responsible for leading and managing all Health, Safety, Environment, and Quality activities across the organization and production facility. The role ensures the effective implementation, maintenance, and continuous improvement of the company’s Integrated Management System (IMS) in line with ISO 9001, ISO 14001, and ISO 45001, as well as applicable legal, regulatory, and client requirements. The HSEQ Manager is accountable for certification readiness, compliance, audit performance, and the overall improvement of operational quality, safety, and environmental performance. Key Responsibilities 1. Integrated Management System
Develop, implement, maintain, and improve the company’s Integrated Management System covering Quality, Health & Safety, and Environmental Management.
Ensure procedures, processes, and documentation are aligned and standardized across departments.
Maintain control of management system documentation, including the Master Document Register (MDR).
2. ISO Certification & Compliance
Lead the implementation, extension, and maintenance of ISO 9001, ISO 14001, and ISO 45001 management systems.
Coordinate certification audits, surveillance audits, and external assessments with certification bodies.
Ensure compliance with legal, regulatory, contractual, and internal HSEQ requirements.
3. Quality Management
Oversee QA/QC processes across fabrication, assembly, and production operations.
Ensure products and deliverables comply with technical specifications, industry standards, and client requirements.
Review and control quality documentation, including QMPs, ITPs, inspection records, NCRs, and corrective actions.
Promote a right-first-time and zero-defect culture.
4. Health, Safety & Environmental Management
Develop and implement HSE policies, procedures, and operational controls in accordance with ISO 45001 and ISO 14001.
Ensure effective use of Permit to Work (PTW), Risk Assessments (RA), Job Safety Analysis (JSA), and safe working practices.
Promote proactive hazard identification, incident reporting, and preventive actions.
5. Audits, CAPA & Continuous Improvement
Develop and execute internal audit plans across all functions.
Lead external, certification, and client audits.
Ensure non-conformities are identified, investigated, and closed in a timely manner.
Drive root cause analysis and implementation of corrective and preventive actions (CAPA).
6. Reporting, KPIs & Training
Define, monitor, and report HSEQ KPIs related to safety, quality, environmental performance, and compliance.
Prepare regular performance reports for senior management.
Identify training needs and implement HSEQ awareness and competency development programs.
Promote a strong HSEQ culture throughout the organization.
Candidate Profile Experience
Minimum 10–15 years of experience in HSEQ roles within manufacturing, marine, industrial, oil & gas, or other complex technical environments.
Proven experience in implementing and maintaining ISO 9001, ISO 14001, and ISO 45001 systems.
Strong experience in audits, certification processes, compliance management, and quality systems.
Background in multidisciplinary production or project environments.
Technical Skills
Strong knowledge of Integrated Management Systems and ISO standards.
Solid understanding of QA/QC, fabrication, assembly, production controls, and HSE systems.
Experience in audit management, document control, compliance monitoring, and corrective action follow-up.
Strong analytical and problem-solving capabilities.
Education & Certifications
Bachelor’s degree in Engineering, Quality, Safety, Environmental Management, or a related field.
Lead Auditor certification in ISO 9001 / ISO 14001 / ISO 45001 is an advantage.
